Milder temperatures and below-average snowfall have kept Presque Isle Bay devoid of ice formation, and adversely affected other businesses that depend on snow.

"It's hard to sit here for 12 hours some days and you see two customers,'' said Kirk Rudzinski, 54, co-owner of East End Angler in Harborcreek Township.

"We stock up on bait around November, and right now, I'm sitting on a couple hundred pounds of minnows,'' he said.
